While we've discussed validation in multiple articles, let's return to the basics. ASQA defines validation as a quality check of the assessment process.
Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.
Clause 1.8 of the SRTOs 2015 mandates that RTOs ensure their assessment systems, including RPL, are compliant with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
According to the standards, two types of validation must be conducted.
The primary validation type ensures compliance with the training package requirements for your RTO's assessments.
The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.
This suggests we perform validation both before and after the assessment. This article will concentrate on the first type—assessment tool validation.
What are the Two Types of Assessment Validation?

As mentioned earlier and in our earlier blog entries, validation is divided into two parts: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.
Post-assessment validation, in contrast, is about ensuring the implementation side, where Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.
This article will focus on assessment tool validation.
Guidelines for Conducting Assessment Tool Validation
Now that we understand the two types of validation, let’s explore the details of assessment tool validation.
When Should You Conduct Assessment Tool Validation?
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.
There's no necessity to wait for the next 5-year cycle validation schedule. Validate new resources immediately to ensure they are appropriate for student use.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- resources get updated
- when new training products are added on scope
- reviewing your course against training product updates
- identify your learning resources as a risk during your risk assessment
The risk-based regulatory approach of ASQA requires RTOs to perform regular risk assessments. Student complaints about learning resources indicate it's time for assessment tool validation.

Getting Started with Assessment Tool Validation: Resources Needed
Training Materials
Since you are validating your assessment tools, you will require the entire suite of your learning resources:
Mapping tool – start by investigating this document. It shows which assessment items meet unit requirements, facilitating quicker validation.
Learner/student workbook – ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
Assessor guide/marking guide – check that there are sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.
Other related resources – may consist of checklists, registers, and templates created separately from the workbook and marking guide. Validate them to ensure they are appropriate for the assessment task and address unit requirements.
Validation Panel
Clause 1.11 outlines the requirements for validation panel members, indicating validation can be done by one or more individuals. Typically, RTOs require all trainers and assessors to attend, occasionally inviting industry experts.
As a group, your validation panel must possess:
Up-to-date vocational competencies and industry skills pertinent to the unit being validated
Up-to-date knowledge and skills in vocational teaching and learning

Fundamental Principles of Assessment
Fairness – Does the assessment process ensure equal opportunity and access for everyone?
Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?
Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment achieve consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?
Evidence Rules
Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to ensure the learner has the required skills and knowledge?
Authenticity – Does the assessment tool prove that the work is the candidate’s own?
Currency – Do the assessment tools reflect current units of competency and modern industry practices?
Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.
To avoid using learning resources that do not address all unit requirements, ensure you follow these guidelines:
Lead by Example
Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
diaper changing
prepare bottle, bottle feed babies and clean equipment
solid food prep and feeding infants
respond properly to baby signs and cues
prepare infants for sleep and settle them
monitor and encourage suitable physical exploration and gross motor skills for the age
Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby isn’t sufficient.
Complete or Not Competent
Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, ensure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What details can be included in a work package?
The answer could include:
Necessary materials
Corresponding costs
Time span of activities
Allocated roles and responsibilities
If an assessment item demands multiple answers, specify the number of answers required from a student. This ensures your assessment is reliable, and the evidence obtained is valid.
The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:
Name a hazard and/or environmental concern in the workplace and choose the most effective hazard control hierarchy.
Possible answers could include, but are not limited to:
Weather conditions – isolating the work area, engineering, personal protective equipment
Work area and ground conditions – elimination, isolation, use of engineering controls
People – isolation, use of engineering controls, administrative controls
